The format matters because a ChatGPT conversation often carries more detail than a short search query. OpenAI can use the context and intent of that conversation when deciding whether an ad is relevant.
That context does not turn the ad into an endorsement. OpenAI keeps ad delivery separate from the model that writes the answer. Ads stay labeled and distinct from the organic response.
Where do ads appear in ChatGPT?
Ads appear below the end of a response, not inside the text ChatGPT generated. A user reads the answer first, then sees a separate sponsored unit when an eligible ad matches the conversation.
OpenAI currently shows ads on eligible Free and Go experiences. Plus, Pro, Business, Enterprise, and Education plans stay ad-free. OpenAI also excludes accounts identified as belonging to users under 18 and limits ads around sensitive or regulated topics.
Where is ChatGPT Ads Manager available?
Self-service Ads Manager is available in Canada, the United States, the United Kingdom, Australia, New Zealand, India, Japan, South Korea, Mexico, Brazil, and a growing list of European and Middle Eastern markets as of this review. OpenAI updates the country list as access expands.

How ChatGPT decides which ad to show
OpenAI’s ad system looks at expected relevance and outcomes. Its signals can include the current conversation’s context and intent, the landing page, the ad title and copy, advertiser-provided context hints, and selected account signals when the user has enabled ad personalization.
Context hints are the main planning difference for a search advertiser. They describe the product, the person it helps, and the situation where it is useful. They do not work like exact-match keywords, and they cannot force an ad into a particular chat.

Weak: “furnace repair, HVAC company, heating contractor”
Stronger: “Emergency furnace repair for homeowners in Metro Vancouver whose heat has stopped during cold weather and who need same-day diagnosis.”
The second version tells the system what the service solves, who needs it, where it applies, and when the need becomes urgent. It also gives the advertiser a clearer landing-page brief.
How much do ChatGPT Ads cost?
ChatGPT Ads uses an auction. Your spend depends on the objective, bid, audience, location, relevance, available inventory, and competition. OpenAI currently supports three campaign objectives:

Those figures help you open a test. They do not predict your cost per lead. A weak offer, a broad ad group, a mismatched landing page, or a broken conversion setup can waste a new-channel budget as quickly as an old one.

1. Confirm access and create the advertiser account
Go to ads.openai.com and check whether self-service Ads Manager is available in your country. Create the account under the business that will own the campaigns. Add the company name, website, logo, industry, billing information, and any required verification details.
2. Decide what you will count as a result
Choose the business outcome before you choose the campaign objective. For a local service company, that may be a qualified call, form submission, or booked appointment. For ecommerce, it may be a purchase. If you cannot measure the action, run a reach or traffic test until tracking is ready.
3. Choose the campaign objective
Use CPM when the goal is reach, CPC when the goal is website traffic, and oCPC when you have a supported conversion event and want the system to optimize toward it. OpenAI bills oCPC campaigns per valid click, not per conversion.
4. Set the budget, dates, locations, and platforms
Choose a daily or campaign-total budget. Daily spend can move above or below the target on a given day, subject to OpenAI’s weekly and daily limits. Select eligible countries and any supported regional targeting. You can also choose iOS, Android, web, or a mix of platforms.
5. Build ad groups around one customer need
Keep each ad group tied to one product, service, or intent area. Separate emergency repair from routine maintenance. Separate a first-time software buyer from a customer comparing enterprise plans. Each group needs its own message and landing page.
6. Write useful context hints
Describe the problem, the person, and the moment where your offer fits. Use clear phrases instead of a disconnected keyword dump. Context hints guide relevance; they do not guarantee delivery for an exact word or conversation.
7. Create several honest ad variations
Each ad needs an advertiser name, logo, headline, description, landing page, and image. Write a clear benefit and tell the user who the offer serves. Test different reasons to click instead of repeating one claim with minor wording changes.
8. Match the landing page and launch
Send the click to the page that continues the ad’s promise. Add UTM parameters, confirm the page loads on mobile, and make sure it does not block OAI-AdsBot or OAI-SearchBot. Check billing, review status, dates, targeting, and tracking before turning the campaign on.
How to track ChatGPT Ads leads and sales
Ads Manager reports impressions, clicks, spend, click-through rate, average CPC, average CPM, and conversions. Add UTMs to every landing-page URL so GA4 or another analytics platform can identify traffic from the campaign.
For conversion reporting and optimization, create a data source in Ads Manager and install the OpenAI Pixel, the Conversions API, or both. OpenAI adds an “oppref” click reference to eligible landing-page visits. Preserve it through redirects so later events can connect to the original ad click.
If you send the same event through the Pixel and Conversions API, use the same event ID so OpenAI can deduplicate it.
